Phased reconstruction: keeping unit 1,900 identical to unit 1
جزئیات اخبار

A reconstruction programme does not buy 2,000 homes in one day: it buys them across two or three years, against a calendar that moves when the funding moves. The real risk is not price, it is that unit 1,500 is not the same as unit 15. That is where a well-designed programme breaks.

The long-batch problem

When production of one order runs eighteen months, three pressures push quality down:

  • Supplier switching. If coil and profile are bought from whoever is cheapest that month, the batch stops being homogeneous.
  • Silent subcontracting. When workload exceeds capacity, it is spread across outside workshops.
  • Control fatigue. Inspection is intense on the first batch and loose by the fifth.

All three are avoided with the same instrument: production in one plant, a material configuration frozen by contract, and an inspection record per unit.

How we structure phased supply

  • Closed batches. Each phase is a fixed quantity with a fixed configuration. Nothing changes mid-batch.
  • Unit numbering. Every unit leaves with a number, type, production date and assigned inspector.
  • Photographic checklist. Records of frame, panels, wiring and closure before packing.
  • Sealed bundles. The batch travels sealed and is opened in the presence of the receiver.
  • Inspection milestone per phase. Buyer or auditor can inspect before each shipment.

Modules staged in the production hall for phased delivery

Phased supply from one line: uniformity holds because the material never changes.

Documentation per phase

Document When issued
Approved unit drawings Before the production order
Material certificates (coil, zinc, board) With every batch
Fire and wind test reports First batch and on any configuration change
Per-unit inspection record With every shipment
Packing list and loading plan With every container
CE certification of electrical components Per destination country, before production
For multi-year programmes we propose freezing the material configuration in the framework contract and leaving only the type variables open. That way the 2028 batch is built from the same steel as 2026, even if the coil price has moved.

Design support across the programme

A long programme changes needs: year one orders bedrooms, year two sanitary modules, year three classrooms. Our team keeps the same frame and adapts layout, openings and electrical layout, so units from different phases can sit in the same complex without a visible difference.

The question worth asking a supplier

Before awarding a phased supply: can you show me the inspection record for your last 200 units and the material certificate for the batch in production?

A manufacturer producing in its own plant answers the same day. One spreading production across workshops cannot answer, because it has no single record to show.

If your organisation is planning phased reconstruction, we can prepare the production plan, per-container packing list and inspection milestone calendar before the tender, with type design included.
