Seismic relief housing: what to fix in the specification before the first container ships

In an earthquake response the bottleneck is rarely money. It is the number of families housed per week. Every week in a tent is a week of health risk, lost schooling and pressure on the municipality. The technical conversation in procurement has therefore moved from “how many units” to “how many units commissioned per week”.

That calculation is where a prefabricated house with a steel frame and sandwich panels changes the equation compared with wet construction. Units leave the factory closed, with wiring in place, windows and doors fitted, and are opened on site by two people with hand tools. No concrete foundation, no curing, no wet-trade inspection.

What “installed” actually means

A folding container house arrives with its side walls folded against the frame. The sequence is mechanical: release the transport latches and raise the roof sections in order; lower the floor sections; push the side walls out to vertical and fit the corner connectors; seal the four joints; connect power at a single point and, where fitted, water and waste.

Two people with hand tools complete the opening in a few hours. A crane is only needed to lift the unit off the truck, exactly as with any sea container. Where a lorry with a small crane is available, one crew can leave several units closed, levelled and habitable in a single day.

Why unit weight is a quality argument

One figure separates serious manufacturers from low-cost workshops, and it is not price: it is weight per unit. Our standard configuration weighs 1.25 to 1.3 tonnes for a given size; low-cost market configurations sit at 0.8 to 0.9 tonnes. The 1.4 to 1.6 times difference is steel, zinc, insulation and floor board that are physically present and can be weighed on a bridge.

That material decides whether a unit survives relocation, whether the floor stays flat under daily family use, and whether corrosion appears in the second wet season. For a temporary settlement that will stand for five years rather than one, it is the variable that matters most.

Documentation an institutional buyer needs

An emergency programme does not buy product, it buys traceability. With every batch we can supply: ISO 9001, ISO 14001 and ISO 45001 management certificates; fire resistance certificate for the panel; wind resistance test report; CE certification of electrical components to the destination country standard; and the approved unit drawings with bill of materials.

We also accept audits. A two-day factory inspection with access to the production line, the weighbridge, profile thickness and zinc coating measurement, and the steel coil certificates is the fastest way to close the doubt about a new supplier.

For programmes in Venezuela and the Andean region we work to a specification adapted to hot, humid and salt-laden coastal conditions: heavier zinc coating, corrosion-treated fasteners and grade A asbestos-free floor board. If your agency needs a technical datasheet for a tender, we prepare it on the project drawing.

Adapted design, not a closed catalogue

A relief module is not always a box with a door. Programmes that work well usually order three types: family bedroom, sanitary unit and administrative or reception unit. We can adjust door and window positions, internal partitions, sanitary type and electrical layout on the same frame, without changing the packing or the container loading ratio.

That last point is often missed: if every type changes the folded volume, logistics cost explodes. Keeping one package and varying only the internal partitioning is what allows types to be mixed in a single shipment.

Closed unit as it travels. Folded volume is what defines how many units fit per container.

If your organisation is preparing a purchase for earthquake, flood or landslide-affected areas and needs sustained delivery with verifiable quality, we can send specification, drawings and a production schedule. Design support is included.
